Boa 489 <br />Department of Utility Services staff. We are now ready to begin <br />the assessment process associated with this project (see attached <br />agenda item and minutes of the above meeting). <br />ANALYSIS <br />The areas to be served include: <br />------------------------------------------------------------------- <br />Unit 2 Portions of Block 19 and 27 --Sunset Drive SW, 18th Place. <br />SW, to just north of 21st Street SW <br />Unit 3 All or portions of 17th Street SW to 19th Street SW <br />Blocks 72 through 78, between 6th and 8th Avenues SW <br />Unit 4 All or portions of Blocks 139 through 156 --17th Street SW <br />to 21st Street SW --12th Avenue SW to 20th Avenue SW <br />Unit 5 All or portions,of Blocks 79 through 90 --17th Street SW <br />to 19th Street SW --8th Avenue SW to 12th Avenue SW <br />The above development includes 759 of the Vero Highlands lots <br />including three non platted acreage parcels, which are without <br />water service. There are 697 parcel I.D. numbers. Typical lot <br />sizes in this project average .23 acre. Lots in this project are <br />substandard or "undersized," according to Indian River County's <br />Comprehensive Plan and the County Public Health Unit, Division of <br />Environmental Health, which require that new lots utilizing well <br />and septic systems be a minimum of one-half acre. Lots not meeting <br />these minimum standards are called "undersized lots." <br />The attached map displays the area to benefit from the assessment <br />project. This project is to be paid through the assessment of <br />property owners along the proposed water line route. In the <br />interim, financing will be through the use of impact fee funds. <br />Engineering design services for this project have been completed by <br />the Department of Utility Services staff. <br />The total estimated project cost and amount to be assessed is <br />$942,498.35. The total estimated cost per square foot is $0.108738. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the attached Resolutions I <br />and II and set the public hearing date. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Eggert, the Board unanimously adopted <br />Resolution 95-36 providing for water service for a <br />portion of Vero Beach Highlands. <br />FEBRUARY 28, 1995 <br />F I <br />J <br />68 <br />
