ANALYSIS: <br />In April, 1993, the Board approved a conceptual management plan for the Oslo <br />Riverfront property, which plan has since been approved by the SJRWMD. An <br />important aspect of the Oslo Riverfront management plan is promotion of <br />intergovernmental partnerships and grants to"fund and maintain the property for <br />conservation, education, and passive recreational use. The proposed Agreement <br />is an excellent example of such a partnership. <br />As proposed, the Intergovernmental Management Agreement: <br />• provides a term of 3 years with annual work plan updates identifying <br />approved activities; <br />• provides for County approval of types of activities and improvements <br />proposed; <br />• clarifies the School Boards role relating to costs for development, <br />operation, and management activities as proposed in annual work <br />plans. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners approve the attached <br />Intergovernmental Management Agreement. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Tippin, the Board unanimously approved <br />Indian River County School Board Intergovernmental <br />Management Agreement Annual Grant Workplan for Blue <br />Cypress Water Management Area and for Oslo <br />Riverfront Conservation Area, as recommended by <br />staff. <br />AGREEMENT IS ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD <br />E. Swale and Sodding Agreement/Gifford Groves Subdivision <br />The Board reviewed a Memorandum of February 22, 1995: <br />TO: The Board of County Commissioners <br />FROM: jQ,'D� William G. Collins II - Deputy County Attorney <br />DATE: February 22, 1995 <br />SUBJECT: Swale and Sodding Agreement - Gifford Groves Subdivision <br />The contractor for the developer of the Gifford Groves Subdivision has <br />executed a contract for completion of required Swale and related sodding <br />located within public rights -of -ways and drainage easements within the <br />Gifford Groves Subdivision. A cash escrow agreement in the amount of <br />$11,840.00 has been posted and executed to guarantee completion of the work <br />within one year of the execution of the contract. <br />RECOMMENDATION: <br />Authorize the Chairman to execute, on behalf of the County Commission, the <br />attached Contract for Construction of Required Improvements dated February <br />15, 1995 and the associated Cash Escrow Agreement of same date. <br />Bm. 94 ituE 426 <br />FEBRUARY 28, 1995 5 <br />
