B. Organization Capability (Continued) <br />4. How does your program differ from similar ones provided in the community? How do the programs <br />complement those offered by other agencies? <br />There is no similar program in the county. As the umbrella organization over all Indian River <br />County veterans entities, VCIRC has taken it as its responsibility to coordinate transportation to <br />the VA medical center and ensure veterans of Indian River County are afforded the opportunity <br />to receive all treatment opportunities available through the VA or other medical service <br />providers. <br />5. Please describe the staffing requirements of these programs. Be specific in indicating the number of <br />paid professional positions and paid support staff positions. <br />There is one (1) full time Supervisor/dispatcher/driver, one (1) Transportation Specialist, and <br />two (2) part time drivers. <br />The Supervisor trains new drivers, monitors performance, determines pick-up and drop-off <br />schedules, the driver's work schedules, payroll reports and the required maintenance on the <br />vehicles. <br />The Transportation Specialist schedules passengers, drafts trip Togs, maintains vehicle and <br />driver records. There is an outside bookkeeper who handles the payroll and taxes at a reduced <br />rate to support VCIRC. <br />In addition the Executive Director and Admin. Assistant support Transportation by tracking <br />financial transactions, assisting with Vehicle Replacement Studies, and long range <br />transportation planning. <br />Board Consultants prepare and track grant data, provide outside expertise on vehicle <br />replacement statistics and forecasts. <br />6. Do these programs utilize volunteers? if yes, please briefly describe. <br />Yes. The elected officers and other members of the Veterans Council volunteer their time to <br />oversee transportation program activities, hire and administer employee HR policies, monitor <br />payroll, and complete grant requests to periodically purchase new vehicles. There were over <br />10,500 Agency volunteer hours in FY2018. <br />7. Description of the countywide purpose the funds will be used for. <br />To provide transportation to Indian River County Veterans and caregivers to and from the <br />Veterans Administration Medical Center in West Palm Beach and to local medical <br />appointments. Transportation is provided five (5) days a week to medical appointments and <br />treatments, free of charge to the veterans. <br />In most cases, these veterans have no other means to get to their medical care: they are <br />unable to drive themselves or they cannot afford the cost of gas on a regular basis (especially <br />the 150 mile round trip to West Palm Beach). <br />201 <br />
