BOOK 94 PAf4 <br />Frank Zorc, 2501 27th Avenue, advised that he had a 45 -minute <br />presentation prepared for today's meeting but had cut it down to <br />two minutes. He noted that we have been talking about this matter <br />for several months now and his attorney recently moved to St. <br />Augustine. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Adams, to adopt Resolution 95-38, to <br />the Florida Legislature urging an amendment to State <br />Law to allow for public access to non-profit <br />filings. <br />Under discussion, Commissioner Bird stated he had a problem <br />with a member of the public coming to our County Attorney's Office <br />and having the resolution prepared before the Board had an <br />opportunity to discuss it. He also had a problem with a <br />Commissioner going and requesting the same. He would like to make <br />it a policy that in the future the Attorney's Office not draw up a <br />resolution until the matter goes before the Board and they direct <br />it. <br />Commissioner Eggert assumed'it would be alright if it comes <br />from a committee, and Commissioner Bird responded affirmatively. <br />Consensus was reached on Commissioner Bird's directive to <br />staff not to prepare a resolution at the request of a member of the <br />public or a Commissioner. <br />Returning to the matter of public access to non-profit <br />filings, Commissioner Bird pointed out that the law has worked this <br />way for years and the Legislature has not seen fit to change it. <br />He felt a little uncomfortable in telling the Legislature to change <br />it now. <br />Commissioner Eggert pointed out that a lot of it involves <br />salaries, etc., and in recent years a lot of interest has been <br />generated towards non-profit organizations. She believed the <br />thrust is to strongly urge the Legislature to change the way in <br />which it is reported. In the past, these applications have been <br />submitted to the Tax Collector's Office. It seemed to her that the <br />Legislature should find some other way for the non -profits to <br />report, but how they want to do it is up to them. <br />Chairman Macht felt the public needs to have some way of <br />looking into where the money goes that is contributed to these <br />organizations. <br />20 <br />March 7, 1995 <br />
