Zito, Assistant County Administrator <br />Kevin Kirwin, Director Parks & Conservation Resources <br />Jennifer Hyde, Purchasing Manager <br />From: Beth Powell, Assistant Director Parks & Conservation Resources <br />Subject: Award of Bid Number 2020017 — Jones Pier Wetland Restoration and Conservation <br />Improvements <br />DESRIPTIONS AND CONDITIONS <br />On October 15, 2019, staff provided an update to the Board regarding the improvements for the <br />Jones' Pier Conservation Area including the design and engineering for the public use <br />improvements and saltmarsh wetland. All design and engineering has been completed. The project <br />was advertised for bid on November 10, 2019. <br />A bid opening for the project was held on December 20, 2019 and two (2) bids were received and <br />opened. A detailed bid tabulation is on file and available for viewing in the Parks and Conservation <br />Resources Division. Bid totals are as follows: <br />(Bidder <br />(Bid <br />Loren Jock Trucking, Inca <br />Stuart, FL <br />$2,028,568.90* <br />XGD Systems, LLC <br />Stuart, FL <br />$1,393,951.68 <br />*mathematical errors corrected <br />Staff along with Carter Associates (contracted to provide bid document preparation and bidding <br />review) completed a detailed comparison of the bids received and compared them to the engineer's <br />probable cost of construction. XGD Systems, LLC was found to be the lowest, responsive and <br />responsible bidder with a total cost consistent with the engineers' probable cost of construction. <br />The XGD Systems, LLC bid total includes $5,500 for additional costs associated with complying <br />with the FDEP requirements for the work, under their grant agreement. <br />FUNDING <br />Funding for this project is provided through multiple sources approved in the updated Capital <br />Improvement Element of the Comprehensive Plan (CIE), adopted on December 3, 2019. <br />95 <br />
