Board of County Commissioners Meeting Minutes - Final November 19, 2019 <br />Attachments: Staff Report <br />FDEP Email Regarding Proposed Rule <br />FDEP Notice of Proposed Rule <br />Statement of Estimated Regulatory Costs <br />Staff Comments on 2nd Version of Draft <br />Utility Services Director Vincent Burke presented staffs top five (5) concerns <br />regarding the Florida Department of Environmental Protection (FDEP) Rule <br />Making Comments for Chapter 62-640 Florida Administrative Code listed in <br />his memorandum dated November 12, 2019. He hoped to present the list of <br />Biosolids Rule-making concerns to the FDEP by the close of business on <br />November 19, 2019. <br />Commission Solari read a prepared statement of comments he would like to <br />send to the FDEP. That statement is on file in the Office of the Clerk to the <br />Board. <br />Commissioner Solari agreed to provide the statement to County Attorney Dylan <br />Reingold and offered to work with him to draft a final letter. The letter is on <br />file in the office of the Clerk to the Board. <br />Chairman Adams opened the floor for public comments. <br />Paul Fafeita, President of Clean Water Coalition of Indian River County, stated <br />the Clean Water Coalition met with Director Burke regarding their concerns <br />with biosolids, and sent a similar letter to what Commissioner Solari had <br />proposed to the Director of Wastewater Management in Tallahassee. He <br />thanked Commissioner Solari and fully supported his comments. <br />A motion was made by Commissioner Solari, seconded by Commissioner <br />O'Bryan, to direct the County Attorney to draft a letter to the Florida Department <br />of Environmental Protection incorporating the comments that were read aloud to <br />the Board. The motion carried by the following vote: <br />Aye: 5 - Chairman Adams, Vice Chairman Flescher, Commissioner Zorc, Commissioner <br />O'Bryan, and Commissioner Solari <br />13. COUNTY ATTORNEY MATTERS <br />13. A. 19-0990 Indian River County Committees - Member Reappointments <br />Recommended Action: The County Attorney recommends that the Board consider the list of committee <br />members requesting reappointment, and reappoint such members as the Board <br />deems appropriate. <br />Indian River County Florida Page 12 <br />
