Board of County Commissioners <br />Meeting Minutes - Final January 14, 2020 <br />Public Hearing. He maintained that the CTIRC Advisory Board would make <br />recommendations to the Board of County Commissioners for funding <br />allocations, just as the CSAC does currently. Chairman Adams was in favor of <br />an Advisory Committee structure that would include experts in the area of <br />Children's Services. <br />Commissioner Zorc suggested, with agreement from Vice Chairman Flescher <br />and Administrator Brown, that a Public Workshop be scheduled to give all <br />parties an opportunity to present and/or to have their questions answered. <br />County Attorney Dylan Reingold clarified the action his office would be taking. <br />Assistant County Administrator Mike Zito advised the Board that the Annual <br />Report for Human Services, and the Funds and Needs Assessment would be <br />presented in the near future. <br />Chairman Adams informed Ms. Kahle and Mr. Kint that they would be included <br />in the coordination of the Public Workshop. <br />An amended motion was made by Commissioner O'Bryan, seconded by <br />Chairman Adams, to: 1) direct the County Attorney to draft an Ordinance and <br />referendum to reflect the Board's discussion and to include a 15 -year <br />authorization; and 2) schedule a Public Workshop to be held in the near future. <br />The motion carried by the following vote: <br />Aye: 4 - Chairman Adams, Vice Chairman Flescher, Commissioner Zorc, and <br />Commissioner O'Bryan <br />Nay: 1 - Commissioner Solari <br />E. Commissioner Bob Solari <br />F. Commissioners Open Dialogue <br />14.F.1. 19-1122 Commissioners Open Dialogue <br />Recommended Action: Informational Only <br />Attachments: Commissioners Open Dialogue <br />Chairman Adams informed her fellow Commissioners that the first Census <br />meeting was a success, and the first outreach event would be at the Fellsmere <br />Frog Leg Festival. <br />Commissioner O'Bryan spoke of a Florida Regional Councils Association <br />meeting that he had recently attended. He relayed that the population of <br />Florida was growing at a rate of 900 people per day, and he provided some <br />relative statistics. <br />Indian River County Florida <br />Page 14 <br />
