Board of County Commissioners <br />Meeting Minutes - Final January 14, 2020 <br />Bob McPartlan, Administrator of the Department of Children and Families and <br />a member of the CSAC, discussed the generosity of the community and of the <br />Board, and he spoke on the need for additional programs for infants. He stated <br />the importance of being proactive, and was in support of the proposed ballot <br />initiative. <br />Margaret Ingram, 4125 61st Avenue, a retired teacher who spent 35 years in <br />education, was supportive of the CTIRC and the additional programs it would <br />provide. <br />Commissioner O'Bryan reflected upon his appointment to the CSAC, and he <br />detailed the process for issuing grants and assuring that the money was used as <br />it was intended. He felt additional funding was necessary, was supportive of <br />the CTIRC and the proposed ballot initiative, and he suggested a 15 -year <br />authorization. <br />A motion was made by Commissioner O'Bryan, seconded by Chairman <br />Adams, to direct the County Attorney to: 1) draft an Ordinance and <br />referendum to reflect the Board's discussion and to include a 15 -year <br />authorization, and 2) to schedule a Public Hearing for adoption of the <br />Ordinance. <br />Commissioner Solari provided the reasons he was not in support of <br />Commissioner O'Bryan's motion, noting changes that he felt needed to be made <br />under the topics of Expenditures Authorized and Children's Trust Advisory <br />Board. He suggested that the Board set up a trust with the membership to <br />include all five (5) County Commissioners, four (4) elected officials from the <br />Municipalities, and two (2) to four (4) other members. He stated his opinion <br />that further review and changes were necessary prior to presenting it to the <br />voters. <br />Commissioner Zorc stated his interest in looking at the structuring used by <br />neighboring counties for Children's Services funding. He also acknowledged <br />that real estate tax increases were a concern for many people and needed to be <br />considered. <br />Vice Chairman Flescher thanked the Exploratory Committee for the work they <br />have done. He spoke of the increase in program dollars that passing the ballot <br />initiative would provide, but also mentioned the associated cost to the taxpayer. <br />He stated that it was the Board's job to find a justifiable solution to an existing <br />challenge, and he felt more time was needed. <br />Chairman Adams requested clarification from Commissioner O'Bryan regarding <br />the intent of his motion, and he verbalized his intent to have the County <br />Attorney make the necessary document changes and bring the item back for a <br />Indian River County Florida <br />Page 13 <br />
