Board of County Commissioners <br />Meeting Minutes - Final January 14, 2020 <br />In addition, Administrator Brown suggested that the School District of Indian <br />River County could assist in the funding of after-school programs. He <br />requested direction from the Board regarding the proposed millage rate; the <br />Advisory Board make-up, governance, and authority; and the specific <br />Ordinance changes. <br />Commissioner O'Bryan made mention that the community leaders working on <br />the proposed ballot initiative had previously met with the County Administrator <br />and County Attorney Dylan Reingold. <br />Commissioner Solari pointed out that County taxpayers fund more for children <br />than just the line item for the Children's Services Advisory Committee (CSAC), <br />such as the North County Aquatics Center, the Gifford Aquatics Center, the <br />County's Recreation Department including portions of the Intergenerational <br />Center, and many other sports activities benefitting children in the community. <br />He also commended County staff for their continued efforts to disperse money <br />where it was needed. <br />Chairman Adams opened the floor for public comment. <br />Lisa Kahle, 6755 4th Street, representing the CTIRC, spoke in support of <br />increasing the millage to allow for additional services for children within the <br />County. She was in favor of additional meetings to make changes to the draft <br />ballot language, resolution and ordinance, where necessary, as the model used <br />was mirrored from Manatee County. <br />Caryn Toole, 233 37th Drive SW, Indian River County Director of <br />Communities Connected for Kids, a member of the CSAC who also served on <br />the Grant Review Sub -Committee, spoke in support of the proposed ballot <br />initiative. <br />Chairman Adams inquired and received confirmation from Ms. Toole regarding <br />the ability to effectively utilize an increase in funding for necessary Children's <br />Services programs. <br />Michael Kint, 6255 59th Court, CEO of the United Way of Indian River <br />County, spoke of his involvement with the Exploratory Committee for the <br />CTIRC. He felt it was necessary to plan for the future and to educate the <br />public about the proposed ballot initiative. <br />Hope Woodhouse, 199 Island Creek Drive, a member of the CSAC, including <br />the Grant Review Sub -Committee and Chair of the Needs Assessment <br />Sub -Committee, President of the John's Island Community Service League, and <br />on the Exploratory Committee for the CTIRC, provided an example that <br />additional funding was needed for the Doula Program, which supported 70 of <br />the 200 mothers who were in need. <br />Indian River County Florida <br />Page 12 <br />
