Board of County Commissioners <br />Meeting Minutes - Final January 14, 2020 <br />Commissioner Zorc explained his dissatisfaction regarding the language used in <br />the Reclaimed Water Feasibility Study where it related to the quality of the <br />reuse water. He commented on the location of a reuse water line that was <br />available for Windsor to tie into, noting that the County needs to find a home <br />for their reuse water. Director Burke confirmed and clarified the issues staff <br />has been dealing with, and he suggested drafting a mandatory Reclaimed <br />Connection Ordinance. <br />Vice Chairman Flescher suggested that a meeting be set with staff and <br />representatives from the Windsor community. County Administrator Jason <br />Brown agreed to reach out to Windsor, and to return to the Board on January <br />21, 2020 for further discussion. <br />Postponed/Continued <br />D. O'Bryan <br />14.D.1. 19-1211 Proposed Ballot Initiative <br />Recommended Action: Discussion <br />Attachments: Proposed Ballot Initiative <br />Children's Trust of IRC DRAFT Referendum <br />Children's Trust of IRC DRAFT Ordinance <br />Children's Trust of IRC - Millage Overview & Timetable <br />Commissioner O'Bryan outlined the purpose of the proposed Ballot Initiative, <br />stating that community leaders had been working together over the past 18 <br />months to pinpoint a way to add funding for services that they viewed as <br />necessary for the quality development of children. He explained that an <br />independent district, the Children's Trust of Indian River County (CTIRC), <br />would be established and include a 13 -member advisory board to be appointed <br />by the Board of County Commissioners, and that audits would be performed by <br />the Clerk of the Circuit Court and Comptroller. Commissioner O'Bryan also <br />clarified that funding for the CTIRC would come from a line item millage rate <br />rather than the County's general fund that currently finances Children's <br />Services. <br />County Administrator Jason Brown spoke on the importance of investing in the <br />children of Indian River County. With the aid of a PowerPoint Presentation, he <br />provided the five (5) year funding history to confirm the County's commitment <br />to Children's Services. He clarified that the current allocation was one-eighth <br />of a mill, with the proposed referendum for the 2020 ballot increasing the <br />funding to one-half of a mill using a three (3) step phase-in, and would be either <br />open-ended or a term -specified authorization, based on the recommendation of <br />the Board. <br />Indian River County Florida <br />Page 11 <br />
