Board of County Commissioners <br />Meeting Minutes - Final January 14, 2020 <br />Recommended Action: Discuss <br />Attachments: Commissioner's Memo <br />Commissioner Zorc requested the use of the Commission Chambers on <br />Wednesday, March 4, 2020 for a public informational meeting to address the <br />Bethel Creek Flushing Study and the health of the Indian River Lagoon. He <br />stated that there would be speakers present from the Florida Institute of <br />Technology (FIT), Florida Atlantic University (FAU), and Harbor Branch. <br />It was the Board consensus to grant the Commissioner's request for use of the <br />Commission Chambers. <br />Approved <br />14.C.2. 19-1220 Discussion on Windsor Reclaimed Water Feasibility Study <br />Recommended Action: Discuss <br />Attachments: Commissioner's Memo <br />Feasibility Study <br />SJRWMD Permit <br />Commissioner Zorc addressed a time -sensitive situation involving St. John's <br />River Water Management District (the District), who declared their intent to <br />issue a 20 -year CUP to Windsor over the holiday break, which gave the County <br />no time to respond. He discussed the communication he had with the District <br />in April 2019 to let them know that the County wanted to be involved once <br />Windsor's application was received. <br />Chairman Adams informed Commissioner Zorc that she felt he should have <br />directly spoken to representatives for the applicant, Windsor. She then <br />inquired as to County staffs opinion on the topic. <br />Director of Utility Services Vincent Burke reviewed the timeline of events, <br />stating that staff had been watching the web portal for a notification that <br />Windsor had filed the CUP renewal application. He noted that the application <br />was received by the District on December 19, 2019, which began the time <br />frame for interested parties to make comments. The web portal was not <br />updated until the County was on the holiday break, which gave a limited <br />opportunity to respond as the deadline for comments was December 31, 2019. <br />Staff signed up as an interested party and received a Notice of Rights and <br />Determination on January 8, 2020. <br />Indian River County Florida <br />Page 10 <br />
