Kea in(enttrector <br />Community Develop <br />FROM: Sasan Rohani, AICP S' -,, <br />Chief, Long -Range Planning <br />DATE: March 7, 1995 <br />RE: REQUEST TO ADOPT FAIR HOUSING ORDINANCE AND APPROVE <br />VARIOUS POLICIES, PROCEDURES, AND PLANS RELATED TO THE <br />COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION SUBMITTAL <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of March 14, 1995. <br />DESCRIPTION AND CONDITIONS <br />On December 20, 1994, the Board of County Commissioners authorized <br />public works and community development staff to apply for a CDBG <br />neighborhood revitalization grant for the Colored School <br />Subdivision and Whitfield Subdivision target areas. The Board also <br />authorized staff to initiate the process to select a consultant to <br />prepare the CDBG application and administer the grant. Finally, <br />the Board committed budgeted petition paving funds to be used as a <br />match for the grant. <br />The county's CDBG consultants, Clark, Roumelis and Associates, <br />Inc., have now started to prepare the CDBG application. One of the <br />first CDBG required activities occurred on February 28, 1995, when <br />the Board of County Commissioners formally chose the neighborhood <br />revitalization grant category and activated the existing CDBG <br />citizen advisory committee. Also, at that time the Board <br />established March 21, 1995, as the date for the second public <br />hearing. <br />Prior to submittal of the CDBG application, the Board must take <br />several actions which are required as part of a CDBG application <br />submittal. According to state rules, the Department of Community <br />Affairs (DCA) will not grant a CDBG contract unless the receiving <br />jurisdiction has adopted the ordinances, plans, and policies <br />identified below. Adoption of some of these ordinances and <br />policies also directly benefits the county by providing the county <br />more points for its application. That, in turn, can increase the <br />county's chances of being awarded a CDBG grant.
