This ordinance also designates and identifies <br />unlawful discriminatory housing practices in sale or <br />rental, financing, brokerage services, and advertising in <br />connection to housing. <br />• CDBG Anti -displacement and Relocation Plan <br />This plan establishes guidelines and procedures to ensure <br />that the county will make all reasonable efforts to <br />ensure that activities undertaken through the use of <br />Community Development Block Grant (CDBG) funds will not <br />cause unnecessary displacement or relocation of <br />homeowners in conformance with the Uniform Relocation <br />Assistance and Real Property Acquisition Policies Act of <br />1979, as amended, 49 C.F.R. Part 24, and 24 C.F.R. Part <br />570.606. In the case of unavoidable relocations, the <br />county will provide reasonable relocation assistance to <br />the affected persons or families. <br />Section 504 Compliance Policy <br />The Section 504 Compliance Policy establishes procedures <br />and guidelines that shall be used to effectuate <br />compliance with non-discrimination based on handicap in <br />conformance with Section 504 of the Rehabilitation Act of <br />1973 and with 24 C.F.R. part 8. <br />On September 15, 1992, the county approved the American <br />with Disabilities Act (ADA) transition plan. Also, on <br />January 26, 1993, the county approved its ADA self- <br />evaluation plan. Physical improvements to make the <br />county -owned facilities handicapped accessible have been <br />completed. <br />• Citizen Participation Plan for the CDBG Programs and <br />Projects <br />The Citizen Participation Plan sets guidelines for <br />providing citizens with information concerning the <br />Community Development Block Grant (CDBG) program and <br />obtaining feedback from citizens in conformance with <br />Section 104(a)(3) of Title I of the Housing and Community <br />Development Act of 1974. <br />Procurement Policies and Procedures for CDBG programs and <br />projects <br />The Procurement policies establish guidelines and <br />procedures for the purchase or procurement of personal <br />property, supplies, equipment, and services in <br />conformance with state and federal regulations, 24 C.F.R. <br />Section 85.36, Section 287.055, F.S., and Rule 9B-43, <br />F.A.C. <br />• Section 3 and Affirmative Action Policy <br />This policy establishes guidelines to ensure elimination <br />19 <br />March 14, 1995 BOOK 9 P,r,[: 56C <br />
