In federal or state funded <br />projects, this may include: Florida Small and Minority <br />Business Act; Title VI of the Federal Civil Rights Act of <br />1964, as amended; Title VIII of the Federal Civil Rights <br />Act of 1968, as amended; Executive Order 12559; the <br />Federal Age Discrimination Act of 1975; Section 109 of <br />the Housing and Community Development Act of 1974, as <br />amended; Executive Order 11063; Executive Order 11246; <br />Executive Orders 11375 and 12086; and Section 3 of the <br />Housing and Community Development Action of 1968. <br />• Policy for Non-violent Civil Rights Demonstration <br />This policy prohibits the use of excessive force by law <br />enforcement agencies within the county against any <br />individuals engaging in non-violent civil rights <br />demonstrations and enforces applicable state and local <br />laws against physically barring entrances to or exits <br />from a facility or location which is the subject of such <br />non-violent civil rights demonstrations in conformance <br />with Section 516 of Public Law 101-140, more specifically <br />known as "The 1990 HUD Appropriation Act." <br />County staff has coordinated with the Sheriff's <br />Department regarding the adoption of this policy. The <br />Sheriff's Department has indicated that they have no <br />objection to adoption of this policy. <br />Acquisition Plan for CDBG Programs and Projects <br />This plan sets guidelines regarding acquisition of real <br />properties such as easements or rights-of-way associated <br />with a CDBG program or project in conformance with the <br />Uniform Relocation Act of 1970, as amended. <br />Adoption of this policy is not required as part of the <br />CDBG application submittal. This policy, however, will <br />be required if, as part of the project, acquisition of <br />any easement or right-of-way is needed. <br />ANALYSIS <br />Of the eight above referenced ordinances, plans, and policies, four <br />relate solely to the CDBG program. These are: <br />C CDBG Anti -displacement and Relocation Plan <br />O CDBG Citizen Participation Plan <br />O CDBG Procurement Policies and Procedures <br />C CDBG Acquisition Plan <br />So the effect of adopting the above referenced plans and procedures <br />will be minimal. Since those plans and procedures will affect only <br />the current CDBG program or subsequent CDBG programs, those plans <br />and procedures will not significantly affect the county. <br />NEI <br />March 14, 1995 <br />
