The remaining ordinances and policies, however, can affect the <br />entire county. Although those ordinances and policies represent <br />new local regulations, the referenced ordinances and policies all <br />relate to existing federal laws. Those ordinances and policies <br />also must be in place for the county to receive various other types <br />of federal grants besides Community Development Block Grants. <br />Since the county has adopted its Americans With Disabilities Act <br />(ADA) self-evaluation and transition plans and made all necessary <br />structural changes, approval of the Section 504 compliance plan <br />will not result in additional cost to the county. Regardless of <br />this policy, all future structures must be accessible to <br />handicapped people. <br />Adoption of the fair housing ordinance will not cost the county any <br />money, although enforcement may involve minor costs. This <br />ordinance will prohibit discrimination in housing related <br />activities. <br />Adoption of Section 3 and the Affirmative Action policy will cost <br />little to implement. This policy, however, will set quantitative <br />goals for hiring full-time employees. <br />The proposed Non-violent Civil Rights demonstration policy should <br />not have any cost associated with it. The Sheriff's Department has <br />indicated that they do not have any objections to the county <br />adopting this policy. <br />The referenced ordinances, policies, plans, and procedures are <br />requirements for all local governments obtaining CDBG funds. <br />Consequently, many local governments throughout the country have <br />adopted similar plans, policies and ordinances. In fact, the City <br />of Sebastian is also applying for CDBG funds during the current <br />grant cycle and is presently in the process of adopting similar <br />plans, policies, and ordinances. <br />The Board of County Commissioners can opt not to adopt the <br />referenced plans, policies, and ordinances. If the Board does not <br />adopt the referenced plans, policies, and ordinances, however, the <br />county will be ineligible to receive the $750,000,00 in CDBG funds <br />for which it can apply. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners adopt the <br />following ordinances, policies, procedures, and plans. (A copy of <br />the Indian River County Fair Housing Ordinance is attached.
