Did the reviewing official (PZC) fail to following the <br />appropriate review procedures? <br />2. Did the reviewing official (PZC) act in an arbitrary or <br />capricious manner? <br />3. Did the reviewing official (PZC) fail to consider <br />adequately the effects of the proposed development upon <br />surrounding properties, traffic circulation or public <br />health, safety and welfare? <br />4. Did the reviewing official (PZC) fail to evaluate the <br />application with respect to the comprehensive plan and <br />land development regulations of Indian River County? <br />Director Boling summarized staff's position that the PZC had <br />not failed in any of the above review areas and recommended denying <br />the appeal and upholding the PZC's decision to conditionally <br />approve the Rebel Ranch sand mine operation. <br />46 <br />March 14, 1995 <br />
