nearest well, or over 355' from Mr. Hughes' shallow well, which he <br />assumes is 80' to 100' deep. The monitoring well will be watched <br />by the geologist, the hydrologist, and SJRWMD, and he felt sure <br />that if anything went wrong, they would cease the operation. While <br />he was not a geologist or hydrologist, he was familiar with the <br />principles of water filtering. <br />Next, Mr. Luethje addressed the noise and air quality issues. <br />He reminded the Board that the PZC had restricted the operating <br />hours to 5 days a week from 7 AM to 5 PM. He recalled that Mr. <br />Jenkins had, at the PZC meeting, given air quality information as <br />required by OSHA for the truckers and watering equipment to keep <br />the wind from blowing the silt. <br />In conclusion, Mr. Luethje restated the PZC's findings, that <br />the permit was for a temporary use, renewable annually. He agreed <br />the land use was agriculture with agricultural zoning, but it <br />bordered immediately north of the Oslo Road commercial industrial <br />park. If it had to be put into an industrial classification, he <br />guessed they could rezone it and put it into the industrial area. <br />They have met all the rules, have all the permits from the County - <br />the County's right-of-way permit for access onto 82nd, the wetlands <br />permitting, the site plan approval, SJRWMD rules and permits - and <br />have received unanimous approval from the PZC. <br />Finally, he asked the Board to consider allowing the project <br />to be constructed and stood ready to respond to any questions. <br />Responding to Commissioner Adams question, Mr. Luethje <br />described how the slurry goes down the v -shaped ditch. She asked <br />the hours that the hydraulic pump would operate and Mr. Luethje <br />advised it fell under the PZC's restrictive hours of operation. <br />Commissioner Adams asked if there would be a public hearing <br />every year for renewal purposes, and Director Boling advised it was <br />done administratively to make sure they were complying and the <br />bonds were still good; it could be renewed until the mining <br />operation was completed. <br />Chairman Macht offered that it could be terminated only for <br />cause, and Director Boling advised there had been a few occasions <br />in the past where permits were not renewed. <br />Commissioner Eggert inquired what the thinking was in <br />recommending 82nd versus 74th for traffic, and Mr. Luethje <br />responded that they definitely planned to use 5th Street SW to not <br />affect the immediate neighbors and it was the closest. Mr. Jenkins <br />also operates another pit at Corrigan Ranch, NW intersection SR -60 <br />and I-95, and all north customers would be supplied from that pit. <br />I&A <br />March 14, 1995 HOOK u ( <br />PSG <br />
