Project cost was anticipated to be $50,000. The price proposal (worth 35% of each firm's score) <br />submitted by James S. Lavold, Inc. was $218,579, and the price proposed by Summerlin's Marine <br />Construction ("Summerlin's") was $42,483. <br />Summerlin's has completed several boardwalk projects in the county's conservation areas. Their <br />proposed price for the work is both lower than staff's estimated price, and exponentially lower <br />than the second lowest ranked proposer's price. As such, the committee suggests no negotiation <br />is necessary and recommends award to Summerlin's. <br />FUNDING: <br />Field conditions during construction may impact the total final cost. The proposed price of $42,483 <br />includes all materials and labor, with the exception of fall railings along the wetland portion of the <br />boardwalk. The elevation of the boardwalk as determined during construction may need to be too <br />high, and may require placement of fall rails rather than wheel railings to meet environmental <br />permit requirements. Summerlin's has provided a per linear foot price for those railings, if <br />required, which are reflected in the sample agreement. If determined by staff to be necessary, the <br />additional proposed cost for the higher railings is $1,950. <br />The project in the amount of $59,660 was approved through the Amendment to the Capital <br />Improvement Element of the Comprehensive Plan (approved December 3, 2019). Funding will be <br />budgeted in Parks Impact Fees/Harmony Oaks Boardwalk, Account Number 10321072-066390- <br />18008. <br />RECOMMENDATION: <br />Staff recommends the Board approve the committee's final ranking of firms and award the project <br />to Summerlin's Marine Construction. Staff also recommends the Board approve the sample <br />agreement and authorize the Chairman to execute it after the County Attorney has approved it as <br />to form and legal sufficiency and after receipt and approval of the required Public Construction <br />Bond and insurance. <br />ATTACHMENT <br />Sample Agreement <br />46 <br />
