INDIAN RIVER COUNTY <br />SOLID WASTE DISPOSAL DISTRICT <br />BOARD MEMORANDUM <br />Date: January 6, 2020 <br />To: Jason E. Brown, County Administrator <br />Through: Vincent Burke, PE, Director of Utility Services <br />From: Himanshu Mehta, Managing Director, Solid Waste Disposal District <br />Subject: Transportation of Recyclables to St. Lucie County Landfill <br />Descriptions and Conditions: <br />On November 19, 2019, an Interlocal Agreement for Recycling Services (Agreement) was executed <br />between the Indian River County (IRC) Solid Waste Disposal District (SWDD) Board and the St. Lucie <br />County Board of County Commissioners. Per the Agreement, SWDD is responsible for the transportation <br />of recyclables to St. Lucie County. SWDD is also responsible for any transportation cost back to the IRC <br />Landfill as a result of St. Lucie County rejecting recyclables in accordance with the appropriate <br />procedures in the Agreement. <br />Since August 2019, SWDD has been utilizing PGL Trucking to transport recyclables to St. Lucie County <br />under a blanket purchase order. <br />Staff is in the process of issuing Bid No. 2020028 for the solicitation of obtaining competitively bid <br />transportation services; however, in the interim, staff is seeking Board authorization to continue to <br />utilize PGL Trucking prior to bid award. <br />Analysis: <br />The following table shows the quantities (tons) of recyclable materials for the past four years: <br />Materials <br />FY 15/16 <br />FY 16/17 <br />FY 17/18 <br />FY 18/19 <br />Total <br />Average <br />Old Corrugated Cardboard <br />2,358 <br />2,586 <br />2,130 <br />898 <br />7,972 <br />1,993 <br />Single Stream Recyclables <br />14,770 <br />15,953 <br />17,302 <br />15,614 <br />63,639 <br />15,910 <br />Total <br />17,128 <br />18,539 <br />19,432 <br />16,512 <br />71,611 <br />17,903 <br />For the first three months of Fiscal Year 2019/2020, we have shipped approximately 4,533 tons of <br />recyclables to St. Lucie County at an approximate cost of $72,524. However, the total paid to date is <br />$60,336.40, with a total of paid and encumbered costs of $79,088.72 through January 5, 2020, which <br />exceeds the County Administrator's approval limit of $75,000. <br />123 <br />
