Indian River County, Florida <br />Management’s Discussion and Analysis <br />For the Year Ended September 30, 2019 <br />14 <br /> <br /> <br /> Fund balance in the General Fund increased by $4.0 million. This was due to increased tax <br />revenues and interest earnings. <br /> <br /> Fund balance in the Impact Fees Fund increased by $4.4 million due to an increase in building <br />permits for construction and interest earnings. <br /> <br /> Fund balance in the Secondary Roads Construction Fund decreased by $2.2 million due to <br />increased expenditures for the 45th Street Beautification capital project. <br /> <br /> Fund balance in the Transportation Fund increased by $1 million due to increased interest <br />earnings, grant reimbursements and permit fee revenues. <br /> <br /> Fund balance in the Emergency Services District Fund increased by $4.0 million mainly due to <br />greater interest earnings and an increase in tax revenues because of increasing home values. <br /> <br /> Fund balance in the Optional Sales Tax Fund increased by $9.6 million due to increases in sales <br />tax and interest revenues, which was offset by decreased expenditures for capital projects slated <br />for future fiscal years. <br /> <br />Proprietary funds <br /> <br />Unrestricted net position at the end of the year amounted to $17.1 million in the Solid Waste Disposal <br />District (SWDD) Fund, ($0.4) million in the Golf Course Fund, $5.9 million in the County Building <br />Fund, and $83.9 million in the County Utilities Fund. Other factors concerning the finances of these <br />funds have already been addressed in the discussion of the County’s business-type activities. <br /> <br /> <br />GENERAL FUND BUDGETARY HIGHLIGHTS <br /> <br />During the year there was a $12.2 million increase in operating appropriations between the original and <br />final amended budget. The main components of the increase are as follows: <br /> <br /> $6.4 million grants appropriations and prior year rollovers for the Senior Resource Association <br />(SRA) to provide County-wide public transportation <br /> $1.3 million for capital improvements and purchases at recreational facilities <br /> $1.0 million for Virgin Trains legal and professional services <br /> $0.5 million in Hurricane Dorian related expenses <br /> $0.3 million for the purchase of a fiber documentation system
