Gentile, C.E.T. <br />Civil Engineer <br />SUBJECT: Public Hearing for the Paving & Drainage Improvements to <br />14th Street East of U.S. 1 <br />DATE: March 8, 1995 <br />DESCRIPTION AND CONDITIONS <br />On February 28, 1995, the Board of County Commissioners adopted Resolution No. 95-34 <br />providing for certain paving and drainage improvements to 14th Street east of U.S. 1. <br />The Indian River County Public Works Department received a petition for public <br />improvement assessment from the Council on Aging. <br />On February 28, 1995, the Board of County Commissioners adopted another Resolution <br />95-35 setting the date and time for a Public Hearing to discuss the advisability, cost and <br />amount of the assessment against each property owner. This hearing is scheduled for March <br />21, 1995. <br />RECOMMENDATION <br />It is recommended that motions be made to approve the assessment roll, and confirming <br />resolution with changes, if any, made after input at the March 21, 1995 Public Hearing. <br />Revised confirming resolution and assessment roll will be forwarded to Chairman of the <br />Board for signature. The Assessment Roll and assessment plat are on file with the Clerk <br />to the Board of County Commissioner's office. <br />Public Works Director Davis reviewed the project for the Board <br />and advised that, at the time the project was initiated in the <br />1980s, the County did not own the right-of-way from US #1 to the <br />Council on Aging's property. That right-of-way has now been <br />acquired, the design is complete for additional paving, and the <br />assessment roll has been drawn. <br />Commissioner Bird commented that 14th Street has been a <br />problem area for a long time and he is glad to see a resolution. <br />It is a public street which will be used more when completed. He <br />felt, however, that the County should improve the street and pay <br />for the improvements out of transportation funds, rather than by <br />assessment. <br />MARCH 21, 1995 17 BOOK 94 Pv;L- 643 <br />
