BooK 94 Mi 714 <br />Commissioner Bird wanted to be optimistic that this project <br />will stabilize and broaden the beach, but it bothered him that we <br />would not be allowed to supplement the project with beach <br />renourishment during the 3 years of monitoring. Three years is a <br />long time to sit here with our arms folded waiting to see if the <br />sand is going to come back; having $3 -million laying out there is <br />a big gamble. <br />Mr. Kraft agreed that it is a big gamble, and he pointed out <br />that many feel that money would be better spent on a different type <br />of project. <br />Mr. Kraft stated he is willing to step beyond their <br />recommendation and look at the placement of sand if we can come up <br />with a legitimate test plan that will accurately reflect the impact <br />of the PEP reef. It is quite possible that putting sand out would <br />be better without the reef. <br />Chairman Macht pointed out that one of the things that is <br />driving the high expense of this project is what we believe to be <br />the unreasonable requirements from Tallahassee and the monitoring <br />plan is a classic example of that. The result 2-3 years down the <br />road will speak for itself. <br />Chairman Macht didn't understand why we have to go through all <br />of this since this is a local project. If the project works, we <br />know who to credit; and if it doesn't, we will know who to blame. <br />In the 1989 storm at Humiston, waves opened up a 28 -foot breach <br />into the park. If that storm had lasted another 2-3 hours, that <br />breach would have reached Ocean Drive. That could happen again. <br />Chairman Macht emphasized that since no two beaches are alike, all <br />of the models that we have been forced to pay for really_ don't mean <br />a thing. <br />Commissioner Adams stressed that it has been a very <br />frustrating two years working with the DNR and DER to get the <br />permitting on the PEP reef, and we spent quite a bit of money on a <br />model at the D.E.P.'s request. <br />Mr. Kraft assured the Board that he would get the message to <br />his staff that we will be working together on moving forward with <br />the permitting, and Chairman Macht thanked him for coming this <br />morning. <br />Beth Mitchell of American Coastal Engineering gave further <br />specifics on the monitoring test plan and permitting process, <br />noting that they filed the application for this project in <br />December, 1993 with the expectation of installing the reef in 1994. <br />32 <br />MARCH 28, 1995 <br />
