Matson, AICP; Community Development Director <br />FROM: Brian Freeman, AICP; MPO Senior Planner <br />DATE: February 10, 2020 <br />SUBJECT: Resolution of Support for the Florida Department of Transportation Grant <br />Application to Construct the I-95 Interchange at Oslo Road <br />It is requested that the information herein presented be given formal consideration by the Board of <br />County Commissioners at its regular meeting of February 18, 2020. <br />DESCRIPTION AND CONDITIONS <br />The Oslo Road interchange is the MPO's highest priority project on the state's Strategic Intermodal <br />System (SIS), which consists of interstate highways, railroads, airports, and seaports across the state. <br />Design of the new interchange is now complete, and FDOT has programmed over $11 million for <br />right-of-way acquisition during FYs 2021 and 2022. Construction of the new interchange is expected <br />to cost an additional $46 million. <br />Each year, the US Department of Transportation announces the availability of funding through <br />discretionary grant programs for infrastructure projects. The discretionary grant programs include the <br />Infrastructure Investments Across America (INFRA) program and the Better Utilizing Investments to <br />Leverage Development (BUILD) program. In recent years, USDOT has funded approximately $900 <br />million of projects annually in each of these programs. <br />To expedite construction of the new Oslo Road interchange, FDOT has proposed submitting the <br />interchange for funding through one of these programs. In support of the grant application, FDOT <br />District 4 has requested a resolution from the Board of County Commissioners. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners authorize the Chairman to execute the <br />Resolution of Support for the Florida Department of Transportation grant application for <br />construction of the I-95 interchange at Oslo Road. <br />ATTACHMENTS <br />1.
