IRC-1838 Indian River County <br />Main Library <br />Roof Replacement 01 25 00-1 Substitution Procedures <br />SECTION 01 25 00 <br />SUBSTITUTION PROCEDURES <br /> GENERAL <br />1.1 SECTION INCLUDES <br />A. This Section specifies administrative and procedural requirements for handling requests <br />for substitutions after award of Contract. <br />1.2 RELATED SECTIONS <br />A. Drawings and general provisions of the Contract, including General and Supplementary <br />Conditions and Specification Sections, apply to this Section. <br />1.3 DEFINITIONS <br />A. Definitions used in this Article are not intended to change or modify the meaning of other <br />terms used in the Contract Documents. <br />B. Substitutions: Requests for changes in products, materials, and equipment, of construction <br />required by Contract Documents proposed by the Contractor are considered requests for <br />“substitutions”. The following are not considered substitutions: <br />1. Revisions to Contract Documents requested by the Owner or Engineer. <br />2. Specified options of products and construction methods included in Contract <br />Documents. <br />3. The Contractor’s determination of and compliance with governing regulations and <br />orders issued by governing authorities. <br />1.4 SUBMITTALS <br />A. After award, requests for approval of equivalent items shall be submitted in writing to the <br />Engineer during the submittal process. After acceptance of project submittals, no further <br />substitutions will be accepted. Refer to Section 01 33 00. <br />B. Substitutions after award are solely for the convenience of the Contractor and will be <br />considered and approved by Change Order which is accompanied by a credit to the Owner. <br />The Contractor shall be required to bear any additional costs related to making the <br />substituted material or system work, such as extra engineering, material or system <br />modifications, or any time considerations relating to material or system installation <br />requirements. <br />C. Requests for approval of equivalent items shall be accompanied by information sufficient <br />for the Engineer to make a determination as to the equivalency of a product. The <br />determination of the Engineer of the equivalency of a product shall be final. The Engineer <br />reserves the right to request information or documentation for evaluation including but not <br />limited to the following: <br />1. Statement indicating why specified product cannot be provided. <br />2. Coordination of information, including a list of modifications needed to other parts <br />of the work that will be necessary to accommodate proposed substitution. <br />3. Product data including drawings, descriptions, and fabrication/installation <br />procedures. <br />4. Samples where applicable. <br />5. Material test reports from a qualified testing agency indicating the interpreting test <br />results for compliance with requirements.
