's Request for Special Exception <br />Use Approval for a Place of Worship and Private School <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of April 4, 1995. <br />DESCRIPTION AND CONDITIONS: <br />Mosby & Associates, Inc. has submitted applications for major site <br />plan and special exception use approval on behalf of New Hope <br />Ministries, Inc. for a place of worship and private school. The <br />applicant submitted separate special exception use applications: <br />one for the place of worship and one for the private school. <br />Although the Planning and Zoning Commission considered these <br />requests separately, the applicant is requesting that the Board of <br />County Commissioners consider both special exception use requests <br />jointly, and approve both uses at one time. <br />The subject property is located on the south side of Cemetery Road <br />approximately 1,800 feet west of Old Dixie Highway, and is zoned <br />RS -6. The RS -6 zoning district requires special exception approval <br />for a place of worship and for a private school. On the subject <br />property there is an existing single family residential structure <br />which has been converted from a house to a place of worship. The <br />applicant has indicated that this occurred without county approvals <br />within the last five years. The school was established more <br />recently without county approval. The school serves approximately- <br />35 <br />pproximately35 students in grades 1-12. According to the applicant, the <br />students will be drawn from the local area. <br />Pursuant to Section 971.05 of the LDRs, the Board of County <br />Commissioners is to consider the appropriateness of the requested <br />uses based on the submitted site plan and suitability of the site <br />for those uses. The Board may approve, approve with conditions or <br />deny the special exception uses. The county may attach any <br />conditions and safeguards necessary to mitigate impacts and to <br />ensure compatibility of the uses with the surrounding area. <br />The Planning and Zoning Commission separately considered the <br />special exception use requests for the place of worship and for the <br />private school. At its January 26, 1995 meeting, the Planning and <br />Zoning Commission voted 6-0 to recommend that the Board <br />conditionally approve the place of worship request.
