® � s <br />Consistency with Comprehensive Plan <br />Rezoning requests are reviewed for consistency with all policies of <br />the comprehensive plan. Rezoning requests must also be consistent <br />with the overall designation of land uses as depicted on the Future <br />Land Use Map. These include agricultural, residential, <br />recreational, conservation, and commercial and industrial land uses <br />and their densities. Commercial and industrial land uses are <br />located in nodes throughout the unincorporated areas of Indian <br />River County. <br />The goals, objectives and policies are the most important parts of <br />the comprehensive plan. Policies are statements in the plan which <br />identify the actions which the county will take in order to direct <br />the community's development. As courses of action committed to by <br />the county, policies provide the basis for all county land <br />development related decisions. While all comprehensive plan <br />policies are important, some have more applicability than others in <br />reviewing rezoning requests. Of particular applicability for this <br />request are the following policies and objectives. <br />- Future Land Use Element Policy 1.14 <br />Future Land Use Element Policy 1.14 states that the M-1, Medium - <br />Density Residential -1, land use designation is intended for <br />residential uses with densities up to 8 units/acre. In addition, <br />that policy states that these residential uses must be located <br />within an existing or future urban service area. <br />Since the subject property is located within an area designated as <br />M-1 on the county's future land use plan map and is located within <br />the county's urban service area, and the proposed zoning district <br />would permit residential uses no denser than 8 units/acre, the <br />proposed request is consistent with Future Land Use Element Policy <br />1.14. <br />- Future Land Use Element Objective 4 <br />Future Land Use Element Objective 4 states that Indian River County <br />will reduce the number and length of trips by implementing a land <br />use pattern which places employment centers near residential areas. <br />The subject property is located near the S.R. 60 and I-95 <br />commercial/industrial node. As that node continues to develop, <br />demand for nearby multiple -family housing will be generated. By <br />accommodating that demand for multiple -family housing, the subject <br />request implements Future Land Use Element Objective 4. <br />- Future Land Use Element Objective 5 and Policy 5.3 <br />Future Land Use Element Objective 5 and Policy 5.3 encourage varied <br />densities and development patterns to accommodate a diversity of <br />lifestyles. Most of the residentially designated land near the <br />subject property is platted for single-family development. - By <br />permitting additional development options on the subject property, <br />the subject request implements Future Land Use Element Objective 5 <br />and Policy 5.3. <br />- Economic Development Element Policies 8.1 and 8.5 <br />Economic Development Element Policies 8.1 and 8.5 address the use <br />of incentives, including increased densities, to reduce the cost <br />per housing unit and to encourage the provision of affordable <br />housing.
