CHANDLER <br />COUNTY ADMINISTRATOR <br />FROM: TERRANCE G. PI <br />DIRECTOR OF WYYTSEIRVICE <br />PREPARED JAMES D. CHASTAI <br />AND STAFFED MANAGER OF ASSESTS <br />BY: DEPARTMENT OF UTES <br />SUBJECT: PETITION FOR SEWER SERVICE <br />129TH STREET (A PORTION OF INDIAN RIVER ACRES <br />SUBDIVISION) BETWEEN OLD DIXIE AND RIVERSIDE DRIVE <br />INDIAN RIVER COUNTY PROJECT NO. IIS -95 -08 -CS <br />BACKGROUND <br />A petition has been received from the residents of 129th Street, an <br />area between Old Dixie and Riverside Drive, north of Sebastian <br />city limits, requesting the County to provide sewer service. This <br />project design was completed in 1991 by Kimball -Lloyd and Associates <br />prior to Sebastian's pulling out of the County's utility system. At <br />that time, the entire project was put on hold. We are now coming to <br />the Board of County Commissioners to seek approval to begin <br />assessment and construction of a portion of this project as <br />described above (see attached petition and tax map). <br />ANALYSIS <br />A petition was mailed to the petitioners' representative on March <br />15, 1995 and returned March 21, 1995. Eleven owners, or 850 of the <br />13 lots to benefit from the assessment project have signed the <br />petition. The attached map displays the area to benefit from the <br />assessment project. This project is to be paid through the <br />assessment of property owners along the proposed sewer line route. <br />In the interim, financing will be through the use of impact fee <br />funds. Bidding and contract services will be provided by the <br />Department of Utility Services. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends approval <br />of the above -listed project authorizing the Department to proceed <br />with the above -referenced special assessment project as presented. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Eggert, the Board unanimously approved <br />the 129th Street between Old Dixie and Riverside <br />Drive petition for sewer service and authorized <br />staff to proceed with the special assessment <br />project, as recommended by staff. <br />APRIL 49 1995 <br />
