� r � <br />Alternative No. 1 <br />Approve the attached license agreements. In -addition, <br />the developer wishes to close Highland Drive and 6th <br />Avenue during construction. A short detour route using <br />6th Avenue, Sunset Drive, and 21st Street (less than % <br />mile) will be utilized. In addition, the work will be <br />undertaken this summer when traffic volumes are less than <br />annual average conditions. The proposed closing has been <br />fully discussed with Emergency Services and no problems <br />are foreseen. Two additional accesses to Vero Beach <br />Highlands (20th Avenue and 17th Lane SW) are available <br />for use, as well as the short detour. Closing the road <br />for approximately 60 days will allow for quicker <br />construction. <br />Alternative No. 2 _ <br />Approve the agreements, but do not permit the roads to be <br />closed to traffic. <br />Alternative No. 3 <br />Deny approval of the agreements. <br />RECOMMENDATIONS AND FUNDING - <br />Due to long term safety -benefits, staff recommends Alternative No. <br />1. No county funding applicable. <br />MOTION WAS MADE by Commissioner Adams, SECONDED by <br />Commissioner Tippin, that the Board approve <br />Alternative 1, as recommended by staff and authorize <br />the Chairman to execute the Agreements. <br />Under discussion, Chairman Macht wondered if a time limit <br />should be set for closure of the roads and County Engineer Roger <br />Cain advised that they will be recommending 60 days to the <br />contractor. <br />THE CHAIRMAN CALLED THE QUESTION and the <br />motion carried unanimously. <br />AGREEMENTS ARE ON FILE IN THE OFFICE OF THE <br />CLERK TO THE BOARD <br />BOOK 94 P�cF 81.3 <br />APRIL 4, 1995 6 5 <br />
