Re n AtDector <br />Community DevelopTent <br />FROM: Sasan Rohani, AICP 45;2'•fi , <br />Chief, Long -Range Planning <br />DATE: March 27, 1995 - <br />RE: CONSIDERATION OF A REQUEST FOR PROPOSALS (RFP) FOR <br />PURCHASE OF A FISCAL IMPACT MODEL AND AUTHORIZATION FOR <br />STAFF TO INITIATE THE PROCESS OF SELECTING A CONSULTANT <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of April 4, 1995. <br />DESCRIPTION AND CONDITIONS <br />One of the work products required by the county's current contract <br />with the Economic Development Administration is the acquisition of <br />a fiscal impact model. The function of the fiscal impact model <br />will be to assess new development and alternative planning <br />scenarios and to project revenues, costs, and net balances. <br />Through the RFP process, the county will be seeking the services of <br />a consultant to provide a marginal cost fiscal impact computer <br />model and training services. To select and hire a consultant to <br />provide a fiscal impact model, the county must develop a request <br />for proposals and then solicit proposals from consulting firms. <br />On March 28, 1995, the Economic Development Council approved the <br />attached draft request for proposals and recommended that the Board <br />of County Commissioners approve the RFP and authorize staff to <br />initiate the process of selecting a consultant. <br />ANALYSIS <br />A copy of the draft RFP for acquisition of a fiscal impact model is <br />attached to this agenda item. The most important part of the draft <br />RFP is the scope of services section. That section details the <br />characteristics of'the requested fiscal impact model. <br />In preparing the draft RFP's scope of services, county planning <br />staff coordinated with county budget and finance staff as well as <br />other local staff persons. Based on this input, the draft scope of <br />services has been modified. To ensure that the proposed RFP and <br />scope of services is acceptable to EDA, a copy was sent to EDA <br />staff. EDA staff has approved the draft RFP and has granted the <br />county permission to enter into a contract for the acquisition of <br />a fiscal impact model. <br />As proposed, the fiscal impact model will benefit the county's <br />economic development program. Not only can the model assist <br />planning staff in assessing the projected costs and revenues from <br />proposed development projects, but the model can assist the county <br />in its capital improvements programming. The fiscal impact model_ <br />may also serve as a basis for structuring a reasonable, cost <br />effective incentive program for the county. <br />APRIL 49 1995 4 <br />i <br />
