To proceed with the RFP process, staff needs authorization from the <br />Board of County Commissioners.. Even though the fiscal impact model <br />project was incorporated in the EDA grant program, the Board still <br />must authorize staff to proceed with the RFP process. _ <br />ALTERNATIVES <br />With respect to the attached request for proposals for acquisition <br />of a fiscal impact model, the Board of County Commisssioners has <br />three alternatives. These are: <br />• To approve the RFP as proposed; <br />• To approve the RFP with changes; <br />• To reject the RFP. <br />Either of the first two alternatives will ensure that the county <br />will fulfill its obligation as part of the contract with the <br />Economic Development Administration. The thikd alternative will <br />jeopardize the county's contract with the Economic Development <br />Administration. Staff supports the first alternative. <br />RECOMMENDATION <br />Staff and the Economic Development Council recommend that the Board <br />of County Commissioners approve the attached draft Request For <br />Proposals and authorize staff to initiate the process of selecting <br />a consultant to develop a fiscal impact model or customize an <br />existing model for the county. <br />MOTION WAS MADE ®by Commissioner Adams, SECONDED by <br />Commissioner Bird, that the Board approve the draft <br />Request for Proposals and authorize staff to <br />initiate the process of selecting a consultant to <br />develop a fiscal impact model or customize an <br />existing model for the County, as recommended by <br />staff. <br />Under discussion, Commissioner Adams asked for an explanation <br />of anticipated costs of consultants and how this would assist the <br />County. <br />Director Keating explained that this is part of the EDA grant, <br />from which the County has received $75,000 per year with a $25,000 <br />match by the County. The total program cost is $200,000. There <br />were a number of activities such as: an economic development <br />strategy plan, an economic base study, and provision of funds to <br />the Council of 100 and the Chamber of Commerce. The fiscal impact <br />model is another part of the EDA grant program. $40,000 has been <br />budgeted for the activity which includes a consultant providing <br />either a pre -built model or building a model, and consistent <br />monitoring and training of staff to calibrate the model to make it <br />BOOK 94 r-nL _153 <br />"RM 49 1995 5 <br />
