4 <br />1 has been depleted, creating the risk of borrowing <br />2 from the Treasury, and threatening to exacerbate <br />3 the Federal budget deficit; <br />4 (6) no comprehensive Federal program exists to <br />5 assist in the removal of structures from high risk <br />6 areas, such as regulatory floodways and coastal high <br />7 hazard areas, before disaster strikes; <br />8 (7) no comprehensive Federal program exists to <br />9 evaluate and provide technical assistance and funds <br />10 to communities for the mitigation of damages to re - <br />11 petitively and severely damaged structures or in - <br />12 sured structures threatened by shoreline erosion, <br />13 and such a program would reduce the vulnerability <br />14 of the Federal Government to flood- and erosion -re - <br />15 lated losses; <br />16 (8) ,.a Federal flood insurance program that <br />17 combines predisaster mitigation efforts together with <br />18 an insurance and compliance program will reduce <br />19 the physical and economic effects of flood -related <br />20 damage on the Federal Government, State and local <br />21 governments, and individuals; <br />22 (9)• requiring regulated lending institutions, <br />23 government agencies, and government-sponsored en - <br />24 terprises to make sure that flood insurance coverage <br />25 is purchased on all properties in areas of special <br />I <br />
