6-- <br />agreement with each other for the establishment of a council of local <br />public officials; and <br />WHEREAS, it appears that a council of local public officials in <br />Indian River County, modeled after Section 163.02, F.S., would serve <br />the public interest; and <br />WHEREAS, the parties to this agreement are governmental entities <br />in Indian River County and share many of the same or similar <br />governmental problems; and <br />WHEREAS, the parties to this agreement have determined that it is <br />in the public interest of the citizens of Indian River County to engage <br />in a cooperative effort in the formation of an interlocal agreement for <br />the purpose of improving governmental efficiency including a reduction <br />in taxes in Indian River County; <br />NOW, THEREFORE, it is agreed by and among the parties hereto <br />that each of the parties agrees to participate in a council of local public <br />officials under the following stipulations, provisions, and conditions: <br />1. Creation and Name. <br />There is hereby created a council to be known as "Council of <br />Public Officials". <br />2. Representation. <br />Each party will be represented by an elected public official <br />designated by that party's local governing body. <br />3. Chairmanship. <br />The chairman and vice chairman shall be elected at the initial <br />meeting of the council and thereafter annually in the month of January <br />or at the next meeting if no meeting is held in January. <br />
