4. Meetings. <br />Meetings shall be held as needed but no less than once every <br />year. The meeting shall be held in accordance with the Florida <br />Sunshine Amendment and shall be in the County Administration <br />Building, 1840 25th Street, Vero Beach, Florida unless on proper notice <br />I <br />meetings may be held from time to time at other locations. <br />5. Advisory in Nature. <br />The council is advisory in nature and it is the duty of each <br />representative to inform that representatives governing body of <br />decisions or recommendations reached by the council. <br />6. Rules of Procedure. <br />In order to avoid setting forth detailed rules of procedure, the <br />rules of procedure set forth in the Indian River County Code shall <br />govern the meetings. <br />7. Duties. <br />The council shall: <br />(a) Seek methods to improve the efficiency of government, <br />in particular the reduction of taxes, at all levels; <br />P (b) Promote cooperative arrangements and coordinate action <br />among its members; <br />(c) Make recommendations for review and action to the <br />members and other public agencies that perform local <br />functions and services within the area; and <br />(d) Welcome input from elected officials of local government <br />units located in whole or in part in Indian River County <br />including county officers, elected officials of districts, and <br />Interested citizens and citizen groups. <br />
