s <br />FLORIDA ASSOCIATION OF COUNTIES: "RECOM ENDATIONS ON <br />UNFUNDED MANDATES NEEDED" <br />Chairman Macht asked for addition of this item to the agenda <br />and reviewed the following article which appeared in FAC News & <br />Notes, April 7, 1995 issue: <br />on Unfunded Mandates <br />pmtoftImUnf aided Reform Act of 1995. the U.S. Ad- <br />visory Council on Intergovernmental Relations has been <br />directed to make recommendations to the President and <br />Congress regarding relief from existing federal mandates <br />for state, local and tribal governments. Florida's coun- <br />ties are encouraged to submit suggestions on the follow- <br />ing criteria no later than April 28: <br />• Allowing flexibility for state and local governments <br />in complying with specific federal mandates; <br />• Reconciling federal mandates that impose contra- <br />dictory or inconsistent requirements; <br />Terminating federal mandates that are duplicative, <br />obsolete, or lacking in practical utility; <br />• Suspending, temporarily, federal mandates that are <br />not vital to public health and safety and that compound <br />fiscal difficulties for local governments; <br />• Consolidating or simplifying federal mandates, or <br />their planning or.reporting requirements, to reduce dupli- <br />cation and facilitate compliance; <br />• Establishing common federal definitions or standards <br />to be used in complying with federal mandates; <br />• Mitigating negative impacts of mandate relief for <br />governments on the private sector, if and to the extent <br />that such impacts exist, and evaluating the feasibility of <br />applying such relief to private sector entities. <br />Counties should submit their recommendations to: Charles <br />Griffiths, ACK 800 K Street, NW, Suite 450 South, <br />ashington, DC 20575.
