BooK 94 FA(;1853 <br />Commissioner Adams advised that General Services Director <br />Sonny Dean had visited the facility and formulated some costs for <br />necessary improvements based on their request. She understood that <br />consideration of air-conditioning installation triggered other <br />improvements which they might not wish to do. She wanted to verify <br />the uses of the building and the ladies were looking for some <br />direction from the Board since nothing had been budgeted. She <br />asked Director Dean to expand on what would be needed. <br />Director Dean advised he first had looked at the building in <br />1991 when club members had first asked that the building be air- <br />conditioned. The building was old and not in the best shape. <br />Commissioner Eggert offered that the building was "historic". <br />Director Dean had made an effort to determine if the building <br />could be air-conditioned and advised that there was no insulation <br />in the building; the electrical service was insufficient and would <br />have to be refurbished; and the windows were out of square and <br />needed to be replaced. He had obtained some prices to perform the <br />work and yesterday went to the Building Department to see about <br />building codes. In order to put in air-conditioning, he learned <br />that the building would have to be inspected by an architect to <br />assess it for insulation to reach an R-19 factor. He had no idea <br />what either the assessment or the insulation would cost. He stated <br />the cost for just a central air-conditioning unit, installed by the <br />County, would be about $4,500; two window units would run about <br />$1,500. <br />Mr. Dean anticipated that the $4,500 estimate he received a <br />couple of years ago for new windows had probably increased by at <br />least 10%. That price did not include replacement of any rotten <br />wood. <br />Director Dean knew it sounded like they were just looking for <br />reasons not to do the improvements, but he just wanted everyone to <br />know what would be encountered in trying to air-condition that <br />facility. They had looked -at it many times; there was no attic for <br />insulation; and there was no money in the budget to perform any of <br />the work. He looked to the Board for direction on how to proceed. <br />Harriet Washer, 9928 Oak Street, Sebastian, president of the <br />Women's Club, agreed that it was an old building, but it was used <br />by a lot of people. She advised that their only income is from <br />rentals, which they used to cover their expenses. They have <br />experienced difficulties in renting the building, because it lacks <br />air-conditioning and heat and the windows are in very bad shape. <br />They would appreciate some improvements so they can continue to <br />maintain the building and pay their monthly bills. <br />32 <br />April 11, 1995 <br />
