A RESOLUTION OF INDIAN RIVER COUNTY, FLORIDA, <br />AGREEING IN PRINCIPLE TO EXECUTION OF AN MPO <br />INTERLOCAL AGREEMENT, A METROPOLITAN PLANNING <br />ORGANIZATION (MPO) APPORTIONMENT PLAN, AND <br />APPOINTMENT OF REPRESENTATIVES TO SERVE ON THE MPO <br />AND INTERIM MPO. <br />WHEREAS, the Census Bureau has, on the basis of 1990 Census data, <br />designated the City of Vero Beach and its surrounding area as <br />a Census Urbanized Area; and <br />WHEREAS, Section 134 of Title 23 United States code requires that <br />a Metropolitan Planning Organization (MPO) be designated in <br />each Urbanized Area of more than 50,000 population; and <br />WHEREAS, the Governor has informed the Chairman of the Board of <br />County Commissioners that the Vero Beach Urbanized Area <br />qualifies for designation as an MPO; and <br />WHEREAS, the Governor has requested that the local governments <br />within the Vero Beach MPO develop an apportionment plan and <br />submit the plan to the Florida Department of Transportation <br />(FDOT) by July 1, 1992; and <br />WHEREAS, the apportionment plan must identify the voting membership <br />of the MPO and the representation on the MPO by local <br />governments within the MPO area; and <br />WHEREAS, Florida Statutes Section 339.175 establishes MPO <br />apportionment plan criteria, which include among other <br />requirements that MPO members be elected officials from <br />general purpose local governments within the MPO area and that <br />representation on the MPO by local governments be generally <br />proportional to the local governments' population; and <br />WHEREAS, the MPO area must include the existing urbanized area as <br />well as the area expected to be urbanized within twenty years <br />and, therefore, will include all five municipalities in the <br />county as well as much of the incorporated area east of I-95; <br />and <br />WHEREAS, the 1990 Census determined that County and municipal <br />population figures were as follows: <br />Population Percent <br />Total County <br />90,208 <br />100 <br />Unincorporated <br />58,186 <br />64.5 <br />Vero Beach <br />17,350 <br />19.2 <br />Sebastian <br />10,205 <br />11.3 <br />Indian River Shores <br />2,278 <br />2.5 <br />Fellsmere <br />2,179 <br />2.4 <br />Orchid <br />10 <br />.01 <br />
