Board of County Commissioners <br />Meeting Minutes - Final June 16, 2020 <br />10.A.2. 20-1597 <br />November. A discussion followed regarding the transition from a temporary <br />moratorium to a permanent prohibition on biosolids. <br />A motion was made by Commissioner Solari, seconded by Vice Chairman <br />Flescher, to adopt Ordinance 2020-008, authorizing an extension of the temporary <br />moratorium for an additional 180 days, or until a comprehensive review of the <br />impact on the County's ecosystem is completed, within the unincorporated areas <br />of Indian River County prohibiting land application activities of Class B biosolids; <br />providing for additional study and possible regulation of Class B biosolids <br />application activities; providing for exhaustion of administrative remedies; and <br />providing for severability, repeal of conflicting provisions, and an effective date. <br />The motion carried by the following vote: <br />Aye: 5 - Chairman Adams, Vice Chairman Flescher, Commissioner Zorc, Commissioner <br />O'Bryan, and Commissioner Solari <br />Authorization to Submit an Application for a Federal Transit <br />Administration Grant for CARES Act Operating Assistance (Section <br />5307) - Legislative <br />Recommended Action: Staff recommends that the Board of County Commissioners adopt the proposed <br />resolution authorizing the filing of the grant application for the CARES Act <br />Section 5307 program. <br />Attachments: Staff Report <br />CARES Act Grant Application <br />Resolution <br />CARES Funding Scenario <br />Budget Form <br />Brian Freeman, Metropolitan Planning Organization (MPO) Staff Director, <br />provided information on the grant application for the Section 5307 program <br />which provided funding assistance through the Coronavirus Aid, Relief, and <br />Economic Security (CARES) Act allocated for both the capital and operating <br />costs associated with Indian River County's public transportation system. He <br />pointed out that no local match was required to receive the CARES Act funds. <br />Chairman Adams opened the Public Hearing. There being no speakers, the <br />Chairman closed the Public Hearing. <br />A motion was made by Commissioner O'Bryan, seconded by Commissioner Zorc, <br />to approve staff's recommendation and Resolution 2020-050, authorizing the <br />filing of applications for grant funding assistance from the Federal Transit <br />Administration.
