Board of County Commissioners Meeting Minutes - Final May 19, 2020 <br />(FM No. 436848-1-54-01) and Resolution and authorize the Chairman to <br />execute the same. <br />Attachments: <br />Staff Report <br />Indian River County Grant Form <br />Authorizing Resolution <br />FDOT SCOP Agreement <br />2017 Stan Boling Letter to FDOT <br />2017 FDOT Letter to Stan Boling <br />Public Works Director Richard Szpyrka reviewed the information contained in. <br />his memorandum dated May 10, 2020 regarding the roadway improvements to <br />45th Street from 43rd Avenue, to 58th Avenue. He gave an overview of the <br />history and funding of the project, and discussed the numerous design <br />constraints such as the potential need to obtain right-of-way and the pipe <br />needed to enclose the canal. He added that staff was evaluating the current <br />design to reduce the costs of the project by eliminating the need for <br />right-of-way and significantly reducing the pipe size needed. <br />Commissioner Zorc sought information from Director Szpyrka on whether the <br />$9 million project cost included the reduced diameter size of the pipe. Director <br />Szpyrka replied that the $9 million included the cost of a full size pipe and <br />obtaining right-of-way. He concluded that .the project was on hold while staff <br />tried to reduce costs. <br />Freddie Woolfork thanked the County for focusing not only on the cosmetic <br />portion of the project, but the safety portion as well. <br />A motion was made by Vice. Chairman Flescher, seconded by Commissioner <br />Zorc, to approve: 1) Staffs recommendation; and 2) Resolution 2020-044, <br />authorizing the Chairman's execution of Small County Outreach Program <br />Agreement with the Florida Department of Transportation for roadway <br />improvements to 45th Street from 43rd Avenue to 58th Avenue, as well as for <br />construction engineering inspection (CEI) services. The motion carried by the <br />following vote: <br />Aye: <br />5 - Chairman Adams, Vice Chairman Flescher, Commissioner Zorc, Commissioner <br />O'Bryan, and Commissioner Solari <br />G Utilities Services <br />12. G.1. 20-1549 <br />Work Order No. 2 with Kimley-Horn for North RO (Hobart) Supervisory <br />Control and Data Acquisition (SCADA) System Upgrades <br />Recommended Action: <br />Staff recommends that the Board of County Commissioners approve Work <br />Order No. 2 with Kimley-Horn and Associates, in the amount of $35,300.00, <br />for professional services to include design, bidding and construction phase <br />assistance to upgrade existing Supervisory Control and Data Acquisition <br />Indian River County Florida <br />Page 8 <br />
