DeBlois,02CP <br />Chief, Environmental Planning <br />DATE: April 5, 1995 <br />RE: Florida Communities <br />Agreement for State <br />Highlands Scrub Lots <br />Trust (FCT) Conceptual Approval <br />Cost -Share to Acquire Sebastian <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of April 18, 1994. <br />DESCRIPTION AND CONDITIONS <br />In September 1994, county staff, as authorized by the Board of <br />County Commissioners, submitted an application to the Florida <br />Communities Trust (FCT) program for 50% acquisition funding of the <br />Sebastian Highlands scrub lots, as well as a scrub industrial tract <br />owned by Atlantic Gulf Communities (AGC). To address an FCT <br />project contiguity issue, the application was subsequently modified <br />to include only the Sebastian Highlands scrub lots. <br />Funding Approved <br />On January 12, 1995, the FCT Governing Body held a public hearing <br />in Tallahassee regarding fourth -year -cycle FCT grant applications. <br />The purpose of the hearing was to finalize the scoring and ranking <br />of each submitted project. As a result of the scoring, the <br />Sebastian Highlands Scrub lots ranked sufficiently to receive State <br />cost -share funding. <br />Conceptual Approval Agreement <br />Since the January 12th FCT hearing, FCT staff has visited the <br />Sebastian Highlands scrub site with county staff to verify site <br />conditions as represented in the project application. In <br />accordance with State procedures, the next step is for the FCT <br />Governing Body and the County Commission to execute a "Conceptual <br />Approval Agreement" for the project. Because the project is <br />located within the City of Sebastian, the City Council must also <br />execute the agreement for full approval. <br />9 BOOK 94 Pt1GE t.� <br />APRIL 18, 1995 <br />
