I. Approval of FIND Grant Application - Improvement at Oslo Riverfront <br />Conservation Area <br />The Board reviewed the following memo dated 4/5/95: <br />TO: James E. DeBlois, AICP <br />Chief, Environmental Planning <br />DATE: April 5, 1995 <br />RE: Request for Board Approval of a "Phase II" FIND <br />Grant Application for Improvements at the <br />Oslo Riverfront Conservation Area <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting on April 18, 1995. <br />DESCRIPTION AND CONDITIONS <br />The Board of County Commissioners, at its meeting of April 27, <br />1993, authorized staff to submit a grant application to the Florida <br />Inland Navigation District (FIND) for limited public access <br />improvements on the Oslo Riverfront Conservation Area Property. <br />The Oslo Riverfront Conservation Area was jointly acquired by the <br />County and St. Johns River Water Management District in 1991 for <br />conservation purposes. <br />Subsequently, "Phase I" of the, application was approved by. FIND, <br />and the County entered into a project agreement with FIND on <br />November 3, 1993. Phase I consists of permitting, engineering and <br />design of site improvements, including boardwalks, limited parking <br />area design, and an observation platform. On November 91 1994, the <br />Board authorized a contract with consultant Hanson Taylor Bellomo <br />Herbert, Inc., to assist with Phase I tasks. Permitting, <br />engineering and design are expected to be completed in the next few <br />months. <br />Staff now requests that the Board approve a FIND Waterways <br />Assistance grant application for "Phase II" construction of site <br />improvements. Staff also requests that the Board adopt an <br />application resolution (required by FIND as part of the <br />application). <br />Status of Phase I Project <br />Relating to Phase I grant project activities, most of the activity <br />undertaken to date has focused on submittal of a permit application <br />for state and federal approval of boardwalks, and related structures <br />proposed to traverse jurisdictional wetlands. While staff has <br />received U.S. Army Corps of Engineers approval, State Department of <br />Environmental Protection (DEP) permitting approval is still <br />pending.
