DeBlois AICD <br />Chief, Environmental Planning <br />DATE: April 5, 1995 <br />RE: Request for Approval of Extension Addendum to Florida <br />Communities Trust (FCT) Acquisition Agreement for the <br />Wabasso Scrub LAAC Site <br />It is requested that the data herein presented be given formal consideration by <br />the Board of County Commissioners at its regular meeting of April 18, 1995. <br />DESCRIPTION AND CONDITIONS <br />The Board of County Commissioners, in July, 1993, approved a Conceptual Approval <br />Agreement with the Florida Communities Trust (FCT) to cost -share acquire the <br />"Wabasso Scrub" property. Addenda to the Agreement were subsequently approved <br />by the Board on June 21, 1994 and November 1, 1994, extending the original <br />Agreement expiration date. The Wabasso Scrub property is on the County Land <br />Acquisition Advisory Committee's (LAAC's) list of environmental land under <br />consideration for acquisition. <br />Last month, staff requested an extension to the referenced Conceptual Approval <br />Agreement in order to allow completion of negotiations and management plan <br />drafting prior to the agreement's expiration (see attached). The FCT Governing <br />Board, at its meeting of March 10, 1995, approved the requested extension. <br />Staff now requests that the Board of County Commissioners approve the attached <br />Addendum to the Conceptual Approval Agreement which will extend the Agreement <br />until October 7, 1995, for purposes of allowing completion of negotiations and <br />conceptual management plans. <br />Project Status <br />A title report, boundary survey, and two independent appraisals of the Wabasso <br />Scrub property have been completed, and purchase negotiations are underway. <br />Remaining tasks include the development of a conceptual management plan in <br />accordance with FCT requirements. <br />Staff recommends that the Board of County Commissioners authorize the Board <br />Chairman to execute the attached agreement addendum. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Tippin, the Board unanimously approved <br />Addendum III to Conceptual Approval Agreement, as <br />recommended by staff. <br />ADDENDUM IS ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD <br />12 <br />APRIL 18, 1995 <br />
