P. 20-1656 Award of Bid 2020042 - Annual Bid for Asphalt Paving and Resurfacing <br />Recommended Action: Staff recommends the Board award Bid 2020042 to Community Asphalt Corp., as <br />the primary contractor and to C.W. Roberts Contracting, Inc., as the secondary <br />contractor and authorize the Purchasing Division to issue blanket purchase orders <br />for the period of July 2, 2020 through July 1, 2021 to the recommended bidders. <br />Staff also recommends the Board authorize the Purchasing Manager to renew this <br />bid under the same terms and conditions for two additional one-year periods subject <br />to satisfactory performance, vendor acceptance, and the determination by Public <br />Works that renewal of this annual bid is in the best interest of Indian River County <br />Attachments: Staff Report <br />Approved staffs recommendation <br />8. Q. 20-1650 Tourist Development Council 2020/2021 Budget Recommendations <br />Recommended Action: Staff recommends that the Board of County Commissioners approve the funding <br />amounts recommended by the Tourist Development Council as shown in Table 2 <br />for a total allocation of $898,700 and authorize the County Attorney to prepare <br />standard grant agreements for all funding recipients. <br />Attachments: Staff Report <br />Gary Mastrogiovanni, Board Member of the Vero Beach Wine and Film Festival <br />(VBWFF), asked for the County's reconsideration of their request for funding from <br />the Tourist Development Council (TDC). <br />Chairman Adams provided background from the TDC's decision not to fund the <br />Vero Beach Wine and Film Festival's request. She indicated that the request was <br />focused on this current year's event and the TDC funding would apply to the next <br />budget year. She also stated that the VBWFF was given an opportunity to come <br />back at a later meeting to seek additional funding as a special event with the full <br />information about next year's festival with dates and locations. <br />County Administrator Jason Brown added that the feedback regarding the VBWFF <br />was very well received. He spoke on the impact COVID-19 has had on the <br />County's local tourism industry and projected a 16% decrease from the current year. <br />Mr. Mastrogiovanni commented on the TDC rating system, with Commissioner <br />O'Bryan stating that he concurred with Chairman Adams and recommended Mr. <br />Mastrogiovanni bring back a more defined plan to the TDC. <br />Indian River County Florida Page 9 <br />
