Brown, County Administrator <br />From: Vincent Burke, PE, Director of Utility Services <br />Prepared By: Arjuna Weragoda, PE, Capital Projects Manager <br />Subject: Work Order No. 6 with Tetra Tech - West Regional Wastewater Treatment Facility - <br />2020/2021 Permit Renewal <br />Background: <br />Indian River County Department of Utility Services (IRCDUS) operates the West Regional Wastewater <br />Treatment Facility (WRWWTF) located on 8th Street, west of 82nd Avenue. The plant is currently permitted <br />for 6.0 million gallons per day (MGD). The current IRCDUS WRWWTF Permit No. FL0041637 will expire <br />April 11, 2021. The renewal application is due 180 days prior to the expiration date referenced above. <br />Analysis: <br />Staff requested that Tetra Tech prepare a proposal to apply for the renewal of the existing WRWWTF <br />permit. The scope of the renewal requirements are more specifically described in the attached Work <br />Order No. 6. On April 17, 2018, the Indian River County Board of County Commissioners (BCC) approved <br />the Continuing Contract Agreement for Engineering Services with Tetra Tech. The total negotiated cost <br />for the permit renewal is a lump sum amount of $79,466.24. The total cost includes the permit application <br />fee of $5,000.00. Note the work order*has been divided into eight (8) tasks. The Florida Department of <br />Environmental Protection (FDEP) may require in the subject renewal for the evaluation of high organic <br />loading, capacity analysis report, and a biosolids storage plan. These evaluations/reports are identified <br />under tasks 6 through 8 and are labeled as additional services, if requested by FDEP during the permit <br />renewal. <br />Funding: <br />Funding for Work Order No. 6 is available in the West Regional - WWTF account within the Utilities <br />Operating Fund.
