all ESFs will staff the EOC. <br />b. Level II - Partial Activation of EOC: <br />This is a limited agency activation. All primary, or lead, ESF <br />agencies are notified. Emergency Management personnel and <br />necessary ESFs will staff the EOC. <br />C. Level III - Monitoring Activation: <br />This is typically a "monitoring" phase. Notification will be made <br />to those agencies and ESFs who would need to take action as <br />part of their everyday responsibilities. <br />3. The Emergency Management Director will recall all Department of <br />Emergency Services personnel once the EOC has been activated. <br />Staff would then be placed on 12 -hour shifts to ensure 24-hour <br />staffing of the EOC and field operations. This arrangement will <br />remain in effect until released by the Emergency Management <br />Director. <br />4. Upon activation of the EOC, the use of EOC tracking software will be <br />initiated. Similar software is utilized by FDEM and is a sophisticated <br />way of controlling and documenting the flow of information within the <br />EOC. See Annex II - Support Functions, ESF #5 (Information and <br />Planning) for more detailed information. <br />5. All mission requests and messages logged into our EOC tracking <br />system will be monitored and tracked by ESF #5. Situation Reports <br />will be printed on a regular basis and forwarded to the Emergency <br />Management Director for his/her review and dissemination. <br />6. The Emergency Management Director and/or the EOC Supervisor is <br />responsible for developing and maintaining SOPs and checklists, <br />which detail how assigned responsibilities will be implemented to <br />support this plan. <br />7. Discussion of decision making authority of the SCO, Governor's <br />Authorized Representative (GAR), Deputy SCO response, SERT <br />leader, and SERT ESFs: <br />a. The SERT Leader, or some other designee within the DCA at <br />the State level, decision-making authority and commitment of <br />state assets is retained at the SEOC. The SERT Leader may <br />issue mission assignments to the lead agencies of the state <br />ESFs.
