brokered by the state are tracked in the SEOC by a staff <br />person reporting to the SERT Leader. <br />b. In the event of federal assistance, a SCO will be appointed to <br />interface directly with the federal government. Depending on <br />the complexity of the event and the need to broaden span -of - <br />control, the SCO may be supported and assisted by the GAR <br />and Deputy SCOs for Response and Recovery. The Deputy <br />SCOs are responsible for ensuring close coordination between <br />federal and state representatives and anticipating the needs <br />and conflicts in the operation as it progresses. <br />8. Discussion of Direction and Control for Evacuation <br />a. The majority of evacuations are site specific and related to a <br />specific public safety hazard; the first arriving public safety <br />officer usually initiates this type of evacuation. The Emergency <br />Management Director, or his designee, will direct county -wide <br />evacuations greater than a minor incident in scope. Planned <br />evacuations with notice, such as would occur when hurricane <br />warnings are announced, may be initiated following a decision <br />by the Board of County Commissioners. In such cases, the <br />evacuation will be coordinated and administered by the County <br />officials using local government resources in accordance with <br />County evacuation plans. Indian River County is a participant <br />in the Statewide Mutual Aid Agreement for Catastrophic <br />Response and Recovery to provide expanded resource <br />capability. These agreements will be developed, coordinated <br />and amended by the Emergency Management Director. <br />During any county administered evacuation that does not <br />require activation of the SEOC, state assistance may be <br />provided under the various state agencies' normal statutory <br />authority through coordination by FDEM. <br />b. However, in the event of a multi -county, regional or <br />interregional evacuation, the Governor or the GAR may issue <br />an evacuation order in support of a local order. This decision <br />will be made following consultation with the SCO, the Deputy <br />SCO for Response, and the SERT leader and representatives <br />of the impacted counties. <br />C. All state assistance and support of such evacuations will be <br />coordinated from the SEOC under the direction and control of <br />the SERT Leader. Decisions on evacuation issues, such as <br />lifting tolls on state toll facilities, locking down drawbridges, <br />deploying and pre -deploying personnel, determining regional <br />evacuation routes, directing people caught on evacuation <br />Indian River County Comprehensive Emergency Management Plan Basic Page 127 <br />
