routes to safe shelter, ensuring the sufficiency of reasonably <br />priced fuel, and addressing any emergency medical issues <br />relative to evacuation. The following types of decisions will be <br />made after coordination between the SERT Leader, the <br />affected State ESF and the impacted counties. <br />9. Discussion of Direction and Control for Shelter <br />The decision of opening shelters is a responsibility of the Emergency <br />Management Director. Should a request for assistance be made to <br />the SEDC, it will be to support the local sheltering plan with <br />assistance in staffing shelters, identifying additional shelters, and <br />managing shelters with a shortfall of resources. The SEOC will <br />coordinate through ESF #6 (Mass Care) any requests for assistance <br />from other ESFs that will be needed to support multi -county, regional <br />and interregional shelter operations. <br />a. The SERT Leader, following discussions with the GAR, ESF <br />#6 (Mass Care) and the representatives of the impacted <br />counties, will provide information regarding the status of <br />evacuation orders and the potential for shelter needs on a <br />county, regional, inter- regional, and/or statewide basis. <br />b. All state assistance and support of sheltering will be <br />coordinated from the SEOC through ESF #6 (Mass Care), <br />under the direction and control of the SERT Leader. Decisions <br />on sheltering issues will be made after coordination between <br />appropriate State ESFs, impacted counties and the SERT <br />Leader. <br />10. Discussion of Relationship between Primary and Support Agencies in <br />the ESFs: <br />a. An agency may be designated "the primary" for an ESF for a <br />number of reasons. The agency may have a statutory <br />responsibility to perform that function, or through its programmatic <br />or regulatory responsibilities, the agency may have developed the <br />necessary expertise to lead the ESF. In some agencies, a portion <br />of the agency's mission is very similar to the mission of the ESF; <br />therefore, the skills to respond in a disaster can be immediately <br />translated from the daily business of that agency. Whatever the <br />reason an agency is designated as the "primary" agency, that <br />agency has the necessary contacts and expertise to coordinate <br />the activities of that support function.
