17. Communication with State Emergency Operations Center (SEDC) <br />- The County EOC will communicate with the SEOC on all activations, <br />warnings and SITREPS by means of NAWAS, ESATCOM, <br />commercial telephone or radio frequency links. <br />18. Pre -Scripted Public Services Announcements -The most common <br />topics pertaining to health and safety, and considered to be helpful to <br />the public, have been pre -scripted to form a library of written Public <br />Service Announcements. Messages include topics on preparedness, <br />response, recovery and mitigation. This document is maintained on <br />file in the emergency management office as well as the office of the <br />Public Information Officer (ESF #14). <br />19. Emergency Information Center (EIC) — The EIC is a phone bank <br />designed to respond to public inquiries regarding rumors and <br />information. The EIC will be activated and staffed by volunteers <br />during an EOC activation. Staffing will be in accordance to call <br />volume. Each operator will be provided just -in -time training with the <br />Indian River County Public Information Handbook — located in the <br />EIC. <br />20. INTEGRATED PUBLIC ALERT AND WARNING SYSTEM (IPAWS) <br />During an emergency, alert and warning officials need to provide the <br />public with life-saving information quickly. IPAWS is a modernization <br />and integration of the nation's alert and warning infrastructure that will <br />save time, protecting life and property. IPAWS gives public safety <br />officials an effective way to alert and warn the public about serious <br />emergencies using the Emergency Alert System, the Commercial <br />Mobile Alert System, NOAA Weather Radio and other public alerting <br />systems from a single interface. The Commercial Mobile Alert System <br />(CMAS), also known as Wireless Emergency Alerts (WEA), and <br />Personal Localized Alerting Network (PLAN), is an alerting network <br />designed to disseminate emergency alerts to mobile devices such as <br />cell phones and pagers. The government plans to issue three types of <br />alerts through this system: alerts issued by the President, alerts <br />involving imminent threats to safety of life, and AMBER Alerts. Indian <br />River County Emergency Management was approved on November <br />20, 2012 by the Federal Emergency Management Agency (FEMA) as <br />a Collaborative Operating Group (COG).
