• Does the hazardous situation pose a serious threat to life <br />or property? <br />• Is there a high degree of probability the hazard situation <br />will occur? <br />Most of the above identified modes of Notification and Warning can <br />be used to provide recovery information to the public following a <br />disaster, including the location of Disaster Recovery Centers, <br />Recovery Information Centers, and Disaster Legal Assistance. <br />F. Response Actions <br />1. General <br />a. Activation of County Plan. If a disaster threatens prior to the <br />Governor's decision to issue an Executive Order or <br />Proclamation of a State of Emergency, the Emergency <br />Management Director, or his designee, may (subject to Board <br />approval) activate this plan; this may be followed by a <br />declaration of a local State of Emergency as outlined in County <br />Ordinance 91-18. In this situation, the DEM will coordinate any <br />emergency response actions that may be necessary for the <br />immediate protection of life and property. <br />When an emergency or disaster has occurred or is imminent, <br />the Governor may issue an Executive Order or Proclamation of <br />a State of Emergency, activating the emergency response, <br />recovery and mitigation aspects of state, local and inter - <br />jurisdictional disaster plans that apply to the affected area. <br />Such orders or proclamations are needed for the deployment <br />and use of state personnel, supplies, equipment, materials <br />and/or facilities that are available. <br />b. Activation of EOC. The EOC will be activated by the <br />Emergency Management Director upon determination of a <br />significant and immediate threat to life and property. <br />C. School Closing. The Emergency Management Director, or his <br />designee, will establish direct communication with the Indian <br />River County School District Superintendent. Together they <br />will make the decision of when to close and re -open schools. <br />The Superintendent of Schools will make the official <br />announcement. <br />d. Request for Federal and State Assistance.
