C. A series of meetings was held to assure local participation in <br />the planning process. <br />d. All involved departments demonstrated their support in the <br />planning process, not by letter, but by their personal <br />participation in planning meetings. <br />e. All agencies reviewed the final draft of the plan and accepted <br />the responsibilities assigned to them by the plan. <br />f. Rosters of orientation seminars on concepts of operations or <br />plan procedures are not attached to or an integral part of this <br />formal plan; however, they are kept on file in the office of <br />Emergency Management. <br />g. A signed receipt is maintained for all recipients of the CEMP. <br />Signature of this document acknowledges and accepts plan <br />responsibilities (original receipts kept on file in the emergency <br />management office). The distribution list is attached to this <br />document and identified as Figure 1. <br />h. All future amendments to this plan will be made in addendum <br />form to recipients of the plan. <br />The Indian River County Logistics and Resource Management <br />Plan establishes the process and procedures for providing and <br />coordinating logistics and resource management efforts <br />required for emergency management and incident response <br />programs and activities. <br />An Emergency Management Advisory Group was established <br />and approved in January 2015 which will promote local <br />participation in the emergency management program. <br />D. PLANNING ASSUMPTIONS <br />1. A disaster may occur with little or no warning and may escalate far <br />more rapidly than the ability of any single local response organization <br />to handle. The success of rapid response depends on: <br />a. Multi -discipline, impact assessment teams; <br />b. Procedures to ensure quick and effective decision-making, <br />such as pre -deployment and aggressive training of elected <br />officials and responders on responsibilities and emergency <br />assignments; and <br />Indian River County Comprehensive Emergency Management Plan Basic Page 4 <br />
