• Electric power outage; <br />• Surface and air transportation disruption; <br />• Telecommunications system outage; <br />• Human and health safety; <br />• Psychological hardship; <br />• Economic disruption; <br />• Disruption of community services; <br />• Damage to critical environmental resources; and <br />• Toxic releases. <br />Because of its location relative to the St. Lucie nuclear power <br />plant, parts of Indian River County have a high vulnerability to <br />a nuclear power plant accident or nuclear materials release. <br />While the County's level of vulnerability is high, the frequency <br />with which nuclear power plant accidents occur is very low, and <br />the overall risk to the citizens of Indian River County is <br />therefore considered low. Emergency management planning <br />and regulation relative to nuclear power plant accidents exists <br />at the Federal, State, local, and corporate levels. <br />Risk Assessment. <br />Although extensive safeguards are required, accidents can <br />occur. These could affect large populations through the <br />accidental release of radiation. Other sources of radiological <br />accidents can occur through transportation of radioactive <br />materials and the launching of spacecraft from Kennedy Space <br />Center. <br />Extent: Due to the low probability of occurrence, this hazard <br />will not be fully profiled. <br />b. Power Failure — Hazard Identification. Power failure can <br />result from a variety of related causes, including sagging lines <br />due to hot weather, flashovers from transmission lines to <br />nearby trees, and incorrect relay settings. According to the <br />electric utility industry's trade association, the potential for such <br />disturbances is expected to increase with the profound <br />changes now sweeping the electric utility industry. <br />To address times when generating capacity is tight, or falls <br />below consumer demand due to State or local emergencies, <br />the Florida Electrical Emergency Contingency Plan was <br />Indian River County Comprehensive Emergency Management Plan Basic Page 66 <br />
